Abstract
Claims about a computational facility are routinely supported by electrical evidence. This paper establishes three limits on what that evidence carries. Net import at a connection point and underlying consumption are independent quantities: a worked case shows net import falling 6 MW while consumption does not move at all, so a claim established about one is not evidence for the other. Neither quantity identifies the equipment or the work behind it, so a claim about GPU identity, configuration or delivered service requires a separate observation that electrical evidence cannot supply. And naming an independent assessor does not establish independence; the operative test is whether the assessor can record an unfavourable or inconclusive result without the claimant determining it. Evidence must follow the proposition being decided, and a conclusion must stop where its observation stops.
Provenance & verification
Each file is published with a fixed fingerprint and independent timestamps. The commands below reproduce the checks.
Integrity — SHA-256
sha256sum -c CANUS_Research_01_Independent_Compute_Evidence.pdf.sha256
Confirms the download is byte-for-byte the published file.
Timestamp — RFC-3161
openssl ts -verify -in CANUS_Research_01_Independent_Compute_Evidence.pdf.tsr -data CANUS_Research_01_Independent_Compute_Evidence.pdf \ -CAfile freetsa-cacert.pem -untrusted freetsa-tsa.crt
An independent authority (FreeTSA) signed the file's hash. 'Verification: OK' means the exact file existed no later than the token's timestamp.
Timestamp — OpenTimestamps
ots verify CANUS_Research_01_Independent_Compute_Evidence.pdf.ots
A Bitcoin-anchored record, once the calendar confirms it into a block.
Each file is published unaltered and independently notarised; the exact notarisation time is contained in the downloadable token. Dates are evidenced by the public records each paper cites, not by file metadata.
